Los Fondos Concursables de Desarrollo Comunitario para Organizaciones Sociales de Cabildo y Taltal, son una iniciativa de Grupo Minero Las Cenizas que busca apoyar en el desarrollo socioeconómico. Se enmarca en el principio de nuestra Política de Sustentabilidad.

“Generar relaciones de respeto y colaboración mutua con las comunidades cercanas a nuestras operaciones mineras”.

Estos fondos están diseñados para financiar proyectos específicos que beneficien a la comunidad en diversas áreas, incluyendo el apoyo a sus organizaciones, actividades y el bienestar general de sus miembros. Este programa de financiamiento ha estado en rigor durante los últimos 12 años, estableciendo un proceso de postulación y selección basado en los criterios de estas bases.

Competitive Community Development Funds for Social Organizations in Cabildo

Social community organizations in Cabildo eligible to apply include micro-enterprises, neighborhood associations, neighborhood organizations with legal status, sports clubs, senior citizen groups, artisan, and cultural groups, as well as religious dance groups, rural health services (SSR) formerly APR, and environmental organizations with a presence in the commune.

The fundamental purpose of these funds is to support initiatives and proposals generated in a participatory manner by social organizations that address needs identified by the community itself.

This theme aims to support entrepreneurs, producers, independent workers, and artisans in the Cabildo commune who require working capital for the business management of their enterprise.

Examples: Acquisition of goods, supplies, merchandise, investment in infrastructure, equipment, acquisition of raw materials, website design, and development.

  • Projects may be submitted for a maximum of $1,000,000.
  • Only one project per business or microenterprise may be submitted, and the business must be located in Cabildo.
  • Certificate of commencement of activities

The aim of this section is to support social organizations that conduct initiatives that directly benefit the community.

Examples: purchase of sports equipment such as mats, technological equipment such as projectors or printers, equipment for recreational activities such as ping-pong tables or board games, furniture for meeting rooms, furniture for libraries, materials for courses and workshops, books, blackboards, gardening tools, materials for art workshops, musical instruments, equipment for social headquarters such as chairs, tables, kettles, thermos flasks, among others.

  • Projects may be submitted for a maximum of $500,000.
  • Neighborhood associations, functional associations, and communities with a current board of directors and registered in the municipality of Cabildo are eligible to apply.
  • Submit a certificate of validity for the organization.
  • Submit a certificate of validity for the current board of directors.

The objective of this topic is to support social organizations that conduct initiatives that directly benefit the community by improving its infrastructure, headquarters facilities, and community environment.

Examples: structural repairs, accessibility improvements, electrical installations, lighting improvements, renovation of community spaces such as green areas, restoration of public spaces, improvement of facades, improvements in air conditioning, renovation of furniture.

  • Projects may be submitted for a maximum of $1,000,000.
  • Neighborhood associations, functional associations, and communities with a current board of directors and registered in the municipality of Cabildo are eligible to apply.
  • Submit a certificate of validity for the organization.
  • Submit a certificate of validity for the current board of directors.

The objective of this theme is to support social organizations that lead projects and initiatives related to the environment and culture in our community.

Examples: Reforestation, environmental education, awareness workshops, recycling and waste management, sustainable agriculture initiatives, cultural and artistic activities such as music, dance, theater, and painting workshops; cultural events such as film and food festivals, protection of cultural heritage such as the restoration of historic sites, urban art projects, research projects, and cultural documentation of mining in the area.

  • Projects may be submitted for a maximum of $1,000,000.
  • Neighborhood associations, functional associations, and communities with the current board of directors and registered addresses in the municipality of Cabildo are eligible to apply.
  • Submit a certificate of validity for the organization.
  • Submit a certificate of validity for the current board of directors.

El objetivo de este tema es incorporar a los Establecimientos Públicos de la comuna de Cabildo tanto de la enseñanza básica (desde 5° a 8°), como de la enseñanza media (desde 1° a 4°), que lideren proyectos e iniciativas relacionadas con soluciones al medio ambiente y la minería.

Ejemplos: Creación de ladrillos ecológicos con desechos mineros, creación de eco ladrillos con desechos escolares, elaboración de sistemas de captación de aguas, Pulmones verdes al rescate (reforestación urbana), Reutilización de aguas lluvias y niebla mediante la elaboración de un sistema de recolección, Reciclaje de baterías -Extracción de litio de las baterías de celulares.

  • Se podrán presentar proyectos por un máximo de $2.500.000 y mínimo de$1.500.000.
  • Podrán postular todas las Escuelas Básicas pertenecientes a Establecimientos Públicas (5 ° a 8°) y Liceos de Enseñanza Media pertenecientes a Establecimientos Públicos (1° a 4°), de la comuna de Cabildo, tanto del área urbana como rural.
  • Cada grupo debe trabajar y ser supervisado en todo momento por un tutor, el cual corresponderá a un profesor o docente propio del Colegio proveniente. La elección del tutor será a arbitrio de los estudiantes.
  • Se constituirán de 4 a 5 alumnos por grupo, los cuales presentarán el proyecto, dirigidos por un docente (tutor),
  • Cada grupo tendrá que presentar un video de mínimo 3 minutos y máximo 5, en el que basará la explicación del proyecto innovativo, además de una carpeta con el proyecto escrito máximo 2 carillas.
  • Todo proyecto deberá ser dirigido a la creación propia. IMPORTANTE: En el caso que se presenten ideas ya patentadas será considerado plagio, lo que producirá la debida descalificación de forma inmediata e imposibilidad de continuar con el proyecto presentado.

 

Estos Proyectos tienen como objetivo reconocer y apoyar proyectos innovadores, que generen un impacto positivo en la comunidad, promoviendo el desarrollo y la creatividad en diversas áreas. Los proyectos serán evaluados según los siguientes criterios:

Ejemplos: Innovación tecnológica o social, que aborde problemáticas sociales y promuevan el bienestar comunitario. Innovación empresarial que impulse el emprendimiento y desarrollo económico de Cabildo. Innovación ambiental que entregue soluciones innovadoras para la protección del medioambiente.

  • Todos los postulantes postulan de forma automática al premio, pero solamente un postulante se adjudica el premio.
  • El premio se entregará en la ceremonia de adjudicación
  • El premio será de $1.500.000
  • El premio debe ser gastado como complemento del proyecto que postula. Todos los gastos al igual que en el resto de las líneas deben ser rendidos
  • El fondo debe ser gastado en el proyecto que se postula. Todos los gastos al igual que en el resto de las líneas deben ser rendidos.

Requisito y bases

Para la línea “Apoyo a emprendimientos y oficios en vías de formalización” podrán postular al concurso todas las microempresas que presenten la Ficha de Registro Social de Hogares actualizada.

Para la línea “Equipamiento para organizaciones”, “Mejoramiento infraestructura sedes y entorno comunitario”, “Medioambiente Cultura y Recreación”, “Innovación, Ciencia, Tecnología y Robótica” podrán postular al concurso todas las Organizaciones Comunitarias legalmente constituidas con personalidad jurídica y que cuente con su directorio vigente al momento de la postulación y que tengan habilitada la cuenta bancaria de la Organización.

En lo que respecta a los establecimientos públicos, como de enseñanza básica y media, estos deberán ser respaldados por el Centro General de Padres y Apoderados (CGPYA), los cuales presentarán la documentación necesaria para acceder al monto del fondo, haciéndose parte en el proceso, además, una vez adjudicado el monto irá en beneficio directo del establecimiento, para el desarrollo de los talleres vinculantes que postularon a este fondo, y al igual que las demás organizaciones deberán transparentar dicho fondo, con la rendición de cuentas.

Se considera asociatividad entre organizaciones legalmente constituidas y organizaciones de vecinos que presenten documentadamente un acuerdo de colaboración que indique el compromiso entre las partes y que garantice que los recursos serán destinados íntegramente para el proyecto presentado.

Importante: No podrán postular Organizaciones que tengan rendiciones de cuenta pendientes con el fondo concursable de Minera Las cenizas S.A. El no estar afecto a esta inhabilidad se acreditará mediante declaración jurada simple.

El concurso contempla un monto total de $40.000.000 (Cuarenta millones de pesos) para adjudicar de forma directa y distribuido a las organizaciones ganadoras.

  1. Pagos a monitores, prestación de servicios, mano de obra en general: Los montos asignados a este ítem no podrán superar el 40% del fondo adjudicado. En caso de boletas de honorarios, el impuesto retenido no puede ser cargado al fondo, siendo de responsabilidad de la organización su cancelación.
  2. Todo proyecto financiado por Grupo Minera Las Cenizas, será difundido en nuestros medios de comunicación. 
  3. Publicidad y difusión: Forma parte del compromiso del adjudicatario, dar publicidad y difusión al Fondo Concursable 2025.
  4. Prohibiciones: La organización adjudicataria, no podrá realizar, en caso alguno, cobros a los beneficiaros directos o indirectos del proyecto adjudicado.
  5. Gastos no financiables: El proyecto NO financiará gastos originados por:
  • Viáticos.
  • Viajes fuera de Cabildo.
  • Compra de celulares o recargas.
  • Bebidas alcohólicas.
  • Pago de servicios básicos.
  • Pagos que no tengan directa relación con la ejecución del proyecto.

BASES Y CAPACITACIONES

Se realizará una capacitación presencial en la cual se explicarán las bases del concurso. En caso de no contar con los medios necesarios para participar de dicha capacitación, deberá informar vía correo electrónico u otro medio. La participación en la capacitación es obligatoria.

POSTULACIÓN AL PROYECTO

Tras la capacitación, los postulantes contarán con un plazo acotado para realizar la postulación mediante la página web. El plazo determinado para los fondos del 2025 será desde el 10 de septiembre hasta el 30 de septiembre a las 00:00 horas. No se recibirán proyectos fuera de plazo, de hecho, se desactivará la aplicación online para postular.

DOCUMENTACIÓN A PRESENTAR EN LA PÁGINA WEB

  1. Certificado de vigencia de personalidad jurídica escaneado.
  2. Declaración jurada simple que compruebe que no se tienen rendiciones de cuentas pendientes con este fondo de Minera Las Cenizas S.A..
  3. Rut de la organización escaneado.
  4. Ficha Registro Social de Hogares, carta declaración de intención de actividades en caso de no tener certificación de inicio de actividad formal. (solamente para tema de Apoyo a Emprendimientos y Oficios en vías de formalización)
  5. Acompañar cotizaciones (3) y carta compromiso de ejecutores (por ejemplo, monitores, maestros, etc.) y, en caso de mejoramiento de infraestructura, permiso del propietario si el terreno no es propio. (comodato).

Se realizará mediante una Comisión Pluralista, la cual consta de dos etapas:

  1. Admisibilidad: Los proyectos presentados en las fechas estipuladas, serán evaluados mediante una pauta de admisibilidad. Esta pauta permitirá corroborar el cumplimiento de las bases, participación en capacitación y la presentación de documentación solicitada. De esta evaluación saldrán los proyectos pre-seleccionados.
  2. Evaluación y Selección de la Comisión Evaluadora, en base a criterios específicos.
  3. Comunicación de los resultados: Se comunicará de forma oportuna los resultados del concurso, seleccionados y no seleccionados.                                                                                                 Importante: La selección de los proyectos se realiza en base a una pauta que cuenta con criterios y puntajes asociados. Los criterios que se evalúan son los siguientes:
  • Cumplimiento de bases técnicas
  • Impacto del proyecto: Número de beneficiarios directos, pertinencia con los desafíos sociales de la comuna, mejoramiento de la calidad de vida de las personas
  • Viabilidad técnica, económica y social: El proyecto contempla los recursos técnicos y humanos para su implementación.
  • Innovación y originalidad: Novedad del proyecto, potencial de impacto.
  • Aportes previos de MLC: Aportes previos en fondos concursables anteriores.

 

This will be conducted by a commission made up of executives from Las Cenizas Mining Group, which consists of two stages:

  1. Eligibility: Projects submitted by the stipulated dates will be evaluated using an eligibility guideline. This guideline will allow for verification of compliance with the terms and conditions, participation in training, and submission of the requested documentation. The pre-selected projects will be chosen based on this evaluation.
  2. Evaluation and selection by the Evaluation Committee, based on specific criteria.
  3. Communication of results: The results of the competition will be communicated in a timely manner to both those who were selected and those who were not.

Important: Projects are selected based on strict guidelines with associated criteria and scores. The criteria evaluated are as follows:

  • Compliance with technical requirements.
  • Impact of the project: Number of direct beneficiaries, relevance to the social challenges of the community, whether it improves people’s quality of life.
  • Technical, economic, and social feasibility: The project includes the technical and human resources for its implementation, and the project has the support of the community.
  • Innovation and originality: Novelty of the project, potential impact.
  • Previous contributions from Las Cenizas Mining Group: Previous contributions in previous competitive funds.

Before beginning project implementation, an event will be held to deliver the funds and sign the agreement. The implementation process consists of three stages: signing of the agreement, delivery of the first installment (50% of the funds), and delivery of the second installment (50% of the funds).

SIGNING OF THE AGREEMENT

Each organization that wins the competition must sign an agreement that will specify the following:

  1. The conditions for transferring the funds to the beneficiary legal entities.
  2. Use of the funds.
  3. Responsibilities and penalties in the event of non-compliance with the implementation, delay, and form of delivery of expense reports, misuse of resources, among others.
  4. The president of the organization must sign it.
  5. Each agreement shall be signed in two copies, one of which shall remain with the organization and the other with Las Cenizas Mining Group.

TRANSFER OF RESOURCES

The transfer of resources will be made by check or cashier’s check made out to the organization or to whomever it designates in assembly (the agreement must be attached along with the project) and will consist of two payments: 50% at the beginning and the remaining 50% upon execution and submission of at least 50% of the activities.

Accounts must be supported by all expenses incurred in connection with the project, with the corresponding receipts, invoices, etc., in original form and in the name of the organization, if applicable. Quotes and vouchers do not constitute supporting documentation.

Any remaining unspent funds must be returned to Las Cenizas Mining Group.

The president of the organization must sign accounts.

PROJECT IMPLEMENTATION DEADLINES AND FINAL REPORT

It is expected that projects can begin implementation at the end of July 2024 once they have been awarded unless the nature of the project justifies a later date.

However, the project must be completed by the end of November 2024. Activities may continue after that date, provided that the project justifies it and the services are contracted.

Important:

  1. The development of the project must adhere to the Project Form developed.
  2. Material goods, clothing, equipment, supplies, and/or services acquired at the expense of the project remain the property of the respective organization.

Once the project is completed, the proponent must submit a report on the work conducted to Las Cenizas Mining Group, accompanied by a photo album and a list of participants.

PROJECT SUPERVISION

The selected organization will ensure that the project is conducted as planned and agrees to receive technical follow-up visits from whomever Las Cenizas Mining Group designates. To evaluate the process, Las Cenizas Mining Group may conduct visits, interviews, and/or surveys of participants, for which it will have the necessary facilities.

DISSEMINATION

Las Cenizas Mining Group reserves the right to use the projects and the names of the beneficiary entities, as well as images of their implementation, for the purpose of publicizing its activities. The entities involved undertake to disclose the name of Las Cenizas Mining Group as the project sponsor in any disclosure, event, publication, or mention related to the project, including images of its activities and participants.

EARLY TERMINATION

If the project description, the agreement, or the timely delivery of remittances are not complied with, or if the spirit that gave rise to the financing is significantly altered, the early termination of the implementation agreement will be requested, and the proportion or totality of the allocated funds must be returned according to each particular situation.

This award aims to recognize and support innovative projects that have a positive impact on the community, promoting development and creativity in various areas. Projects will be evaluated according to the following criteria:

Examples: Technological or social innovation that addresses social issues and promotes community well-being. Business innovation that drives entrepreneurship and economic development in Taltal. Environmental innovation that provides innovative solutions for environmental protection.

All applicants are automatically entered into the award, but only one applicant will be awarded the prize.

The prize will be awarded at the award ceremony.

The prize will be $500,000.

The prize must be spent as a supplement to the project for which the applicant is applying. All expenses, as in the other categories, must be accounted for.

Requisito y bases

For the category “Support for businesses and trades in the process of formalization,” all legally constituted micro-enterprises that are pending and submit an updated Social Household Registration Form may apply for the competition.

For the categories “Equipment for organizations,” “Improvement of headquarters infrastructure and community environment,” and “Environment and Culture,” all legally constituted community organizations with legal personality that have a current board of directors at the time of application and have an active bank account for the organization may apply for the contest.

Associativity is considered between legally constituted organizations and neighborhood organizations that submit a documented collaboration agreement indicating the commitment between the parties and guaranteeing that the resources will be used entirely for the project presented.

Important: Organizations that have outstanding accounts with this or any other fund are not eligible to apply. Proof of non-eligibility will be provided by means of a simple sworn statement.

Los fondos concursables contemplan un monto total de $45.000.000 (cuarenta y cinco millones de pesos) para adjudicar de forma directa y distribuido a distintas organizaciones ganadoras.

  1. Payments to monitors, provision of services, labor in general: The amounts allocated to this item may not exceed 40% of the funds awarded. In the case of fee invoices, the tax withheld cannot be charged to the fund, and the organization is responsible for its payment.
  2. All projects financed by Las Cenizas Mining Group will be publicized in our media. In addition, where appropriate, a plaque will be installed in recognition of our contributions. The plaque will be the responsibility of Las Cenizas Mining Group.
  3. Advertising and publicity: The amounts allocated may not exceed 5% of the funds awarded.

  5. Non-eligible expenses: The project will NOT finance expenses arising from:
  • Travel expenses.
  • Travel outside Taltal.
  • Purchase of cell phones or refills.
  • Alcoholic beverages.
  • Payment of basic services.
  • Payments not related to the execution of the project.

RULES AND TRAINING

An online training session will be held to explain the rules of the contest via the Zoom platform. To participate, you must register by email: proyectoscomunidadestaltal@cenizas.zlab.cl. Participation in the online training is not mandatory, but voluntary.

PROJECT APPLICATION

After the training, applicants will have a limited time to submit their application via the website. The deadline for 2024 funds will be from July 19 to August 18 at 12:00 a.m. Projects will not be accepted after the deadline. In fact, the application button will be deactivated, and no projects will be accepted via email.

DOCUMENTATION TO BE SUBMITTED ON THE WEBSITE

  1. Scanned certificate of legal status.
  2. Simple sworn statement confirming that there are no outstanding accounts with other funds.
  3. Scanned copy of the organization’s tax identification number.
  4. Social Household Registry Form (only for Support for Start-ups and Trades in the process of formalization).
  5. Accompanying quotes (3) and letter of commitment from executors (e.g., monitors, teachers, etc.) and, in the case of infrastructure improvements, permission from the owner if the land is not owned.

This will be conducted by a commission made up of executives from Las Cenizas Mining Group, which consists of two stages:

  1. Eligibility: Projects submitted by the stipulated dates will be evaluated using an eligibility guideline. This guideline will allow for verification of compliance with the terms and conditions, participation in training, and submission of the requested documentation. The pre-selected projects will be chosen based on this evaluation.
  2. Evaluation and selection by the Evaluation Committee, based on specific criteria.
  3. Communication of results: The results of the competition will be communicated in a timely manner to both those who were selected and those who were not.

Important: Projects are selected based on strict guidelines with associated criteria and scores. The criteria evaluated are as follows:

Compliance with technical requirements.

  • Impact of the project: Number of direct beneficiaries, relevance to the social challenges of the community, improvement or not of people’s quality of life.
  • Technical, economic, and social feasibility: The project includes the technical and human resources for its implementation, and the project has the support of the community.
  • Innovation and originality: Novelty of the project, potential impact.
  • Previous contributions from Las Cenizas Mining Group: Previous contributions in previous competitive funds.

Before beginning project implementation, an event will be held to deliver the funds and sign the agreement. The implementation process consists of three stages: signing of the agreement, delivery of the first installment (50% of the funds), and delivery of the second installment (50% of the funds).

SIGNING OF THE AGREEMENT

Each organization that wins the competition must sign an agreement that will specify the following:

  • The conditions for transferring the funds to the beneficiary legal entities.
  • Use of the funds.
  • Responsibilities and penalties in the event of non-compliance with the implementation, delay, and form of delivery of expense reports, misuse of resources, among others.
  • The president of the organization must sign it.
  • Each agreement shall be signed in two copies, one of which shall remain with the organization and the other with Las Cenizas Mining Group.

TRANSFER OF RESOURCES

The transfer of resources will be made by check or cashier’s check made out to the organization or to whomever it designates in assembly (the agreement must be attached along with the project) and will consist of two payments: 50% at the beginning and the remaining 50% upon execution and submission of at least 50% of the activities.

 

Accounts must be supported by all expenses incurred in connection with the project, with the respective receipts, invoices, etc. in original form and in the name of the organization, if applicable. Quotes and vouchers do not constitute an element of accountability.

Any remaining unspent funds must be returned to Las Cenizas Mining Group.

The president of the organization must sign accountability reports.

PROJECT IMPLEMENTATION DEADLINES AND FINAL REPORT

It is expected that projects can begin implementation at the end of July 2024 once awarded unless the nature of the project justifies a later date.

However, the project must be completed by the end of November 2024. Activities may continue after that date, provided that the project justifies it and the services are contracted.

Important:

  1. The development of the project must adhere to the Project Form developed.
  2. Material goods, clothing, equipment, supplies, and/or services acquired at the expense of the project remain the property of the respective organization.

Once the project is completed, the proponent must submit a report on the work conducted to Las Cenizas Mining Group, accompanied by a photo album and a list of participants.

PROJECT SUPERVISION

The selected organization will ensure that the project is conducted as planned and agrees to receive technical follow-up visits from whomever Las Cenizas Mining Group designates. To evaluate the process, Las Cenizas Mining Group may conduct visits, interviews, and/or surveys of participants, for which it will have the necessary facilities.

DISSEMINATION

Las Cenizas Mining Group reserves the right to use the projects and the names of the beneficiary entities, as well as images of their implementation, for the purpose of publicizing its activities. The entities involved agree to publicize the name of Las Cenizas Mining Group as the project sponsor in any publicity, event, publication, or mention related to the project, including images of its activities and participants.

EARLY TERMINATION

If the project description, the agreement, or the timely delivery of remittances are not complied with, or if the spirit that gave rise to the financing is significantly altered, the early termination of the implementation agreement will be requested, and the proportion or totality of the allocated funds must be returned according to each particular situation.
